Preheat oven to 275 degrees F (135 C). In a small bowl, stir together powdered sugar, garlic powder, onion powder, salt, chilies, cumin, paprika and cayenne pepper.

Wash the pork ribs and blot with paper towel. Remove membrane from the back of the ribs.

Spread dressing over the entire length of the edge on both sides. Ribs tightly wrapped in foil and place on a baking tray

Bake for 3 hours or until the fork will not easily pierce the meat.

Open the foil and drain the ribs. Grease a favorite barbecue sauce using a pastry brush and cook for another 5 minutes.
